Since the US introduced the tax policy for steel products under Section 232 up to now, the wave of trade defense has become a measure to protect domestic production in many markets around the world and create a Great difficulty for exporting countries like Vietnam.

MoiT Has Issued a Decision to Exempt Anti-Dumping and Safeguard Duty for Some Factories

On May 31, 2017, the Ministry of Industry and Trade issued a decision to apply safeguard duties on imported pre-painted steel products from effect until June 15, 2020.
On June 18, 2019, the Ministry of Industry and Trade continued to issue a decision on the imposition of provisional anti-dumping duty on pre-painted steel imported from China and Korea.
However, recently the Chamber of Commerce and Industry under the Ministry of Industry and Trade has received applications for exemption from the application of anti-dumping and safeguard measures for imported colored steel. On September 11, 2019, the Ministry of Industry and Trade issued a Decision on exemption from the application of anti-dumping and safeguard measures with a total volume of 16,294.9 tons for the following enterprises:

Vietnam Steel Mill Is One of The Most Considerable Suppliers for Brazil Buyers

Brazil buyers have many choices of steel suppliers all over the world because Brazil is one of the most potential steel market up until now.
In particular, Brazilian civil construction activity grew in August, rose to 49.2 points, compared to 47.8 points in August 2018, which is the benefit to both domestic distributors and global suppliers.
However, Brazilian flat steelmakers have recently announced to domestic distributors an 10%  increase in their prices for early October. “By October 7, all flat steel producers should start applying new prices”, according to India president Carlos Loureiro on Tuesday September 24. There are two main reasons of this case. First is the reduced competition from imported material. Second is the removing discounts that have been granted to domestic buyers.

Mexico Has Announced to Change Their New Policy in Import Tariff

On September 20, 2019, Minister of Finance and Public Credit – Andrés Manuel López Obrador and Minister of Economy – Arturo Herrera Gutiérrez signed a decision to amend the Import Tariff of steel items in effect since September 23, 2019.
Under the old policy, the import tax of steel items to the Mexican market was 0%. This is seen as an open-door policy without over-selecting the import source of this market. Because of the 0% import tariff, Mexico has become a lucrative market for steelmakers around the world and affecting domestic production, as well as sources of imports from allied countries of Mexico.
Realizing this, from the beginning of 2019, since the new government came to power, Mexico has been preparing to change the import tax policy to rearrange the source of imported goods into this market.

Vietnam Will Not Increase Import Tax on HRC ( Hot Rolled Coil )

Recently, the Ministry of Finance has completed the draft decree amending and supplementing Decree 125/2017. An interesting issue is that the Ministry of Finance has decided not to raise the common preferential import tax (MFN) on hot rolled steel (HRC) at the moment.
Previously, the Ministry of Finance proposed raising the import tax (MFN) of HRC from 0% to 5% to limit the sudden increase in the amount of HRC imported from China to Vietnam.....

Trade Remedies – Will This Affect Highly Vietnam Steel Mill ?

In year-to-date (YTD) 2019, there are a huge number of countries in the world strengthening trade remedies continuously to protect the domestic markets.

A Wave of Protest Against The HRC Import Tax Increase Policy of the MoiT of Vietnam.

As mentioned before, MoiT has a plan to increase Conventional preferential import tax rates (MFN) of Hot Rolled Steel Coil (HRC) form 0% to 5%. As reported by MoiT, recently, HRC imports from China increased significantly in quantity. They said that, domestic production can supply nearly 80% of HRC raw materials. So increasing MFN is the necessary active to prevent an increase in quantity of HRC imports from China. 
But, Vietnam Steel Association (VSA) had sent a document to MoiT comment on the proposal of adjusting the preferential import duty (MFN) rate for HRC from 0% to 5%. VSA said that the measure to increase the MFN tax rate for HRC will not only not limit Chinese steel, but also create opportunities for steel imports from China to increase.
Among the FTAs to which Vietnam is a party, ACFTA is a free trade agreement between ASEAN countries and China. The preferential tax regime provided for in ACFTA helps China enjoy a 0% preferential import duty on HRC into Vietnam.

Vietnam’s Formosa Ha Tinh (FHS) Price Today 18th September 2019

On Monday 16th September 2019, Vietnam’s Formosa Ha Tinh (FHS) released HRC offers lower by 51 usd/ton for November shipment.
After a month FHS hold HRC price at 531 usd/ton (SAE1006) which led Vietnamese steel market flooded in India material, this week, this Vietnamese integrated steel producer has lowered HRC offers in line with international prices.

Steel Production and Export Sales of Vietnam Steel Mills Growth in 7 Months of 2019

Vietnam steel industry in the first 7 months of 2019 was relatively stable in both the market and the price. Steel production and export sales growth showed 7.2% and 10%, respectively, compared to the same period in 2018, as Vietnam Steel Association (VSA) said. In particular, in July, steel production reached more than 2.1 million tons; up 1.4% over the previous month and up 4.3% over the same period in 2018. Export sales gained over 2 million tons, up 8.43% over June, and up 12.3% over the same time last year. If excluding the growth of hot rolled coil steel, the growth rate of both steel production and export sales increased by 3% and 9% compared to the same period in 2018...... 👉 Read More:

New Opportunities for Vietnam in Latin America Steel Market

Latin America and the Caribbean contains 33 countries and 15 Dependencies or other territories, with total population over 648 millions people, is also a potential market but also a “drop-out” in Asian suppliers’ eyes. MoiT Initiated New Anti dumping Investigation on CRC Steel Import from China

On September 3rd 2019, MoiT issued a decision no 2703/QD-BCT to launch an Anti dumping Investigation on CRC Steel import from China. Attached to this decision is specific notice of the investigation. 
The plaintiff of this investigation are Posco Co.,Ltd VietnamChina Steel Suminkin Vietnam and VNSteel. Mexico Importing a Lot of Vietnam GI GL Steel Coil Since 2019

Mexico welcomes Vietnam GI GL coil (Galvanized and Galvalume) after the final result of anti-dumping on imported Corrosion Resistant steel sheets from China, Chinese Taipei (Taiwan)
Mexican importers have been enjoying flat coated steel from Vietnam after anti-dumping is applied for steel from China, Taiwan. The total import volume of GI GL coils since 2018 reach over 100k tons.
On 6 June 2016, Mexico officially imposed a definitive duty on imports of certain flat coated steel from China and Taiwan. The rate of the duty imposed on imports from Taiwan is 22.26% or 52.57% depending on the company. The rate of the duty imposed on imports from China is between 22.22% and 76.33% depending on the company.

U.S D.O.C Issued Preliminary Antidumping Duty Determinations on Steel from Canada, Mexico and China

September 4, 2019, the U.S Department of Commerce (D.O.C) announce the affirmative preliminary determination in the antidumping investigation of imports of certain fabricated structural steel from China and Mexico. 
This Investigation initiated on February 25, 2019, when D.O.C noticed the dumping of imported steel from China, Mexico and Canada.  And the petitioner is the American Institute of Steel Construction Full Member Subgroup (Chicago, IL).
After 6 months of investigation, on September 4, 2019, D.O.C had preliminary results of this survey.

Will Vietnam Steel Face Trade Remedies When Exporting to Canada Spike?

Based on customs statistics, steel exports to the Canadian market in chapter 72 of Vietnam in the first half of 2019 increased by 2.8 times over the same period last year, from 37 million USD to 108 million USD. In particular, the group with the strongest growth is coated flat steel, reaching 94 million USD.

Difficulties When Registering SIRIM – Product Certificate License for Each Shipment.

For factories that have not registered SIRIM or are currently registered for SIRIM but already have orders to deliver, it is only natural to register SIRIM for each shipment. However, this causes costs and high risks for the plant.
To register for each shipment, the factory needs to submit a Method 2B – Full type test for each spec of the shipment. The factory has two options to choose from for this Method.
Firstly, select a product sample test at the port of destination. With this method, when the goods have just arrived at the port, SIRIM’s inspectors will come to the port to take samples and take them to SIRIM’s laboratory to perform appropriate tests. If the product samples meet the product standards, the goods will be smoothly cleared. However, if the product sample does not meet the standards, it is necessary to retest. If the test fails 3 times, the containers with unsatisfactory samples will be returned to the factory.
