In August 26, 2019, Miti has imposed a notice of affirmative preliminary determination of an anti dumping duty investigation with regard to the imports of cold rolled coils of iron or non-alloy steel, of width more than 1300mm originating or exported from China, Japan, Korea and Vietnam.
This Investigation was initiated in March 29, for the surveyed products are HS codes including 7209.15.00.00, 7209.16.90.00, 7209.17.90.00, 7209.18.99.00 and 7225.50.90.00. Previously, Malaysia applied Anti dumping tax on CRC goods...

Sirim Registration – Obstacles to Vietnam Steel Pipe Factories When Registering for Product Certificate License
A lot of steel pipe factories in Vietnam want to export their product to Malaysia. In fact, their product quality is so good and suitable for Malaysia market. But, with my experience, I saw that, there are some obstacles to the Vietnam steel pipe factories in SIRIM registration..
1. First, it is about the quality verification process. There are two methods of coated steel pipe production that are using pre-plated steel sheet and welded into tubes; or welded cold rolled steel sheet into tubes and coated by hot dip method.
The factories in Vietnam mainly buy cold rolled steel or aluminum and zinc-plated steel sheets from familiar partners in the domestic or from factories in the same system, so they often ignore the input quality control and only base on Mill Test of the input product to announce the quality of the finished product.

Indonesia has Initiated an Anti Dumping Investigation on Galvalume Steel Import from China and Vietnam.
On 26th August 2019, Indonesian anti-dumping committee (KADI) has announced an anti dumping investigation on Aluminum coated steel import from Vietnam and China.
The plaintiff requested an investigation identified as PT NS Bluescope Indonesia.
Accordingly, the item under investigation is galvanized steel with the following HS codes: 7210.61.11, 7212.50.23, 7212.50.24, 7212.50.29, 7225.99.90, 7226.99.19 and 7226.99.99.
KADI will submit a Questionnaire and a copy of the request which is not confidential and announce the commencement of this investigation to interested parties and provide an opportunity for a hearing request.

Vietnam Coated Steel Mill Is Still The Most Considerable Solution for US Importers
Vietnam Coated Steel Mill is in the top 10 source mills for The United States (US) steel importers in year-to-date (YTD) 2019 as Global Trade Atlas said.
Nevertheless, on July 2, the US Department of Commerce (DOC) issued preliminary conclusions in the case of anti-dumping and countervailing duty investigation for Vietnam’s steel core using raw materials of Hot Rolled Steel Material imported from Taiwan (China) and South Korea.
In three preliminary circumvention rulings on Vietnamese steel, the Commerce Department said certain products produced in South Korea and Taiwan were shipped to Vietnam for minor processing before being exported to US as corrosion-resistant steel products and cold-rolled steel.

India Steel: 25% Safeguard Duty Will Not Apply for Import Steel
Since early February this year, the Indian domestic steel industry has tried to find evidence to demand Directorate General Of Trade Remedies (DGTR) India to conduct an investigation to impose safeguard duty on imported steel products. However, recently, following DGTR’s response, it seems that this safeguard measure will not be applied. Iron ore price in future market continues to drop, now reads another 5% down from yesterday.

Recently, Vietnam has signed many free trade agreements such as EVFTA or CPTPP and enjoyed many tax incentives for goods originating from Vietnam. However, only goods identified as originating from Vietnam will be eligible for incentives.
Besides, Vietnam is gradually becoming a transit point for goods of neighboring countries taxed anti dumping or safeguard before exporting to the main market and making Vietnam related to lawsuit against tax evasion.
It is because of these reasons that the Government of Vietnam has paid attention, more interested in controlling the origin of goods.
In the last 3 months, the Import and Export Department (Ministry of Industry and Trade) continuously sent the documents to the General Department of Market Management regarding the C/O fraudulent suspicion, counterfeiting C/O. Through the inspection, the case was discovered by the customs authorities of the importing country, there were 3 cases of enterprises falsifying the first joint of C/O (3 joints), done through a specialized service company do C/O. This has caused much concern for the government.

Vietnam’s New Import Tax Policy Before A Foreign Goods Storm In The Domestic Market.
In the Draft Decree amending and supplementing Decree 125 on export tariffs, preferential import tariffs, listing of goods and absolute tax rates, mixed taxes, non-quota import tax rates, ministry of The finance proposed to raise taxes on hot rolled steel products of heading 72.08 to 5% instead of the current 0%.
According to statistics, each year Vietnam imports more than 8 million tons of hot rolled steel coil, of which 40% is imported from China. Thus, Chinese goods are making up the majority of Vietnam’s market.
The report of the Vietnam Steel Association showed that domestic production is now able to meet about 50% of demand. It is expected that by the end of this year, this figure will increase to 70% when the steel plant of Hoa Phat Company in Dung Quat, Quang Ngai and Formosa Company comes into operation.

US Levied Anti Dumping on Imported Carbon and Alloy Steel Bars from Many Countries.
Recently, on 1 August 2019, the US Department of Commerce announced the preliminary results of the anti-dumping investigation on carbon and alloy steel bars imported from Thailand.
Accordingly, the devaluation rate determined for factories in Thailand is 20.83%.
As expected, on October 14, 2019, the US Department of Commerce will give the final ruling on this lawsuit.
